You’ve found the land. Maybe it’s eighty acres of Hill Country off a county road outside Spicewood, or a flag lot at the back of a Driftwood neighborhood, or a riverfront parcel near Wimberley you’ve been holding for a decade. The land was the easy decision. The harder question is what comes next.

Building custom on your own Texas land is a different process than buying a lot inside a master-planned community. The variables are wider, the surprises run earlier in the timeline, and the partner you choose to build with has to be comfortable working in the open, without the guardrails of a developer-controlled HOA, a pre-approved palette of plans, or city water at the property line. That, in a sentence, is what custom home building on your land in Texas comes down to: more upfront questions, fewer guardrails, and a much bigger payoff if you choose the right team.

We’ve been building custom homes for Texas families for 30 years, mostly across the Texas Hill Country and the greater Austin area. This guide pulls together what we wish every land-owner knew before sitting down with their first builder.

What is custom home building on your land in Texas? It’s the process of designing and constructing a one-off home on a privately owned Texas parcel, typically rural, suburban, or unzoned land outside a master-planned community. Unlike spec or production builds, custom land builds require the buyer to handle land due diligence, water and septic feasibility, county-level permitting, and architect-led design coordination. Most luxury Texas Hill Country custom homes are built this way, with timelines from initial design through move-in averaging 18–28 months.

Five things to know up front:

  • Land type drives architecture. Hill Country limestone, river bottom, ranch flat, and lake-adjacent parcels each demand different foundations, structural systems, and orientation strategies. Choose your architect before you finalize the design.
  • Water and septic are the hidden timeline. On rural Texas land, a viable well permit + Texas Commission on Environmental Quality (TCEQ)-approved septic system can add 60–120 days to the front of the project. Start these in parallel with design, not after.
  • County permitting varies wildly. Travis, Hays, Burnet, Llano, Comal, and Blanco counties all have different residential permit pathways for unincorporated land. Your builder should know which counties they’ve actively built in within the last 24 months.
  • The financial sequencing matters. Land loan → construction-to-permanent loan transitions are a separate conversation from the urban tear-down-and-rebuild model. Talk to your lender about land as collateral early.
  • Architect-led beats builder-led on raw land. Site-specific design, not a stock plan rotated to fit, is what separates a $5M home that ages into the landscape from one that fights it for 30 years.

What Custom Home Building on Your Land in Texas Actually Means

In a master-planned community, “your lot” usually refers to a 0.25–1-acre parcel within a developer’s controlled environment. The roads, utilities, HOA, and architectural review board are already in place. The set of permitted home designs is narrow, and the timeline is largely predictable.

Building on your own Texas land (whether that’s two acres or two hundred) strips most of those guardrails away. You gain freedom in exchange for taking on more decisions earlier. Texas land buyers fall into roughly three groups:

  • Rural Hill Country buyers. 5–200 acres, often unincorporated, frequently with a mix of cleared and wooded terrain. Common in the corridor from Dripping Springs through Wimberley to Marble Falls and out to Boot Ranch and Cordillera Ranch.
  • Lakefront and lake-adjacent buyers. Lake Travis, Lake LBJ, Lake Austin, Canyon Lake, and Inks Lake. Smaller lots than rural acreage, but higher per-acre cost and waterfrontage rules layered on top.

What to Verify Before You Close on the Land

If you haven’t closed on the parcel yet, this is the section to read first. Everything else in this guide assumes you own the land. What you verify before you own it determines whether the rest of this process is straightforward or expensive.

Before you close, confirm:

The survey matches what you think you’re buying. Get a current survey rather than relying on the one from the last sale. Boundary lines, easements, and access points shift on paper more often than buyers expect, especially on land that’s changed hands two or three times since it was subdivided from a larger ranch.

Access is legal, not just physical. A dirt road running to the parcel doesn’t mean you have a recorded easement to use it. Confirm a recorded access easement is on file; a handshake arrangement with a neighbor will get flagged by the title company anyway. This is one of the most common late-stage surprises on rural Hill Country parcels.

The floodplain status, before you fall in love with the view. If any part of the parcel sits within a half-mile of the Pedernales, Blanco, Llano, or Colorado rivers, or on lake-adjacent land, pull the FEMA flood panel for the parcel before you close. A buildable envelope that looks perfect on a plat can sit partly or entirely in a floodplain that pushes the home pad uphill and changes the architecture. Better to know this while you’re still negotiating price than after you own the land.

Well and septic feasibility, alongside well and septic rights. Owning the mineral and water rights to a parcel doesn’t guarantee a well will produce enough water for a luxury home, or that the soil will perc for a conventional septic system. A test well and a soil percolation test before closing, or as a contingency in the purchase contract, tells you what you’re actually working with instead of finding out after the fact.

Deed restrictions and easements filed against the property. Rural land can carry utility easements, pipeline easements, conservation easements, or deed restrictions from a prior owner that limit where and how you can build. Title work should surface these, but read them yourself. A “no structures within 100 feet of the easement centerline” restriction matters a great deal if it cuts through your best building site.

Groundwater conservation district rules, if the parcel relies on a well. Many Hill Country counties fall under a groundwater conservation district that handles well registration and spacing, and in some districts pumping limits, though many exempt domestic wells from production permitting. This is separate from the well construction itself and worth a call to the district before you close.

This is exactly the kind of due diligence a site walk with your builder, done before you own the land, is built for. How Texas Land Type Shapes Your Build

The single most underestimated cost driver on Texas raw land is geology. What’s under the surface dictates foundation type, pad cost, septic feasibility, and whether you can dig a basement (almost never, in Hill Country) or need to set the home on a series of pier-and-beam interventions.

Some of what we run into across the Texas Hill Country:

  • Limestone shelf with thin topsoil. Common across Spicewood, parts of Dripping Springs, and the Hill Country corridor. Foundation work means breaking and pinning into rock, which is slower and more expensive than slab-on-prepared-grade, but the home sits on something close to bedrock.
  • Decomposed granite and sandy loam. More common in the Marble Falls and Burnet County area, easier to work, but pad prep and drainage planning matter more.
  • River bottom and floodplain proximity. Anywhere within a half-mile of the Pedernales, Blanco, Llano, or Colorado rivers needs a floodplain analysis BEFORE design. We’ve seen buyers fall in love with riverfront views only to learn the build pad has to move 80 feet uphill, changing the architecture entirely.
  • Lakefront with steep grade. Lake Travis and Horseshoe Bay parcels often come with significant grade, 20+ feet of fall across the build envelope. This is where site-specific design response earns its keep; a stock plan won’t fit.

For storm resilience and energy efficiency on rural land (where you’re typically further from emergency response and on solar-exposed acreage), many of our Texas land builds use Insulated Concrete Forms (ICF) for the wall system. ICF holds up to 200+ mph wind, dampens sound, and delivers R-25+ wall insulation, which matters when the nearest utility line is a mile away.

Water, Septic, and Utilities: The Hidden Timeline

This is where most first-time Texas land buyers lose 60–120 days they didn’t plan for. In a master-planned community, water and sewer service reach the property line. On most rural Texas land, you provide for yourself.

The four feasibility checks to start in parallel with design (not after):

  • Well permit and water test. Well construction runs through a TDLR-licensed water well driller, with registration through your local groundwater conservation district. Drilling a test well can take 30–60 days from the contractor’s schedule. Water flow rate (gallons per minute) and water quality (mineral content, hardness) determine whether you need treatment systems and how much storage capacity to design in.
  • Septic feasibility (OSSF). TCEQ regulates on-site sewage facilities. Soil percolation testing, done by a licensed designer, typically takes 30–45 days. Limestone parcels often require aerobic systems instead of conventional ones, which adds cost and a small mechanical footprint.
  • Electric service. Most rural Texas land is served by an electric co-op (such as Pedernales Electric Cooperative, Bluebonnet, etc.). Service drops to a remote build pad can run $5,000–$50,000+, depending on distance from the nearest line. Get a written cost estimate before finalizing the home’s location on the parcel.
  • Propane vs. Natural gas. Almost no rural land in Texas has natural gas. Propane tanks (above-ground or buried) are standard. Tank sizing depends on the home’s appliance load. Your builder should spec this with the architect, not after the fact.

Skipping these checks until after design is the #1 cause of timeline slip we see on Texas land builds.

A note on water yield: not every Texas Hill Country well produces enough water for a luxury home. A typical custom home with multiple bathrooms, irrigation, and a pool needs 8–15 gallons per minute of sustained yield. Many limestone-based wells in Spicewood, Dripping Springs, and the Pedernales corridor produce 2–6 GPM. Still usable, but only with proper storage tank capacity (1,500–3,000 gallons typical) and pump scheduling. Test the well’s sustained yield, not just initial flow, before locking in fixture counts and irrigation design.

County-by-County Permitting in Texas

Texas does not have a single statewide residential permit pathway for unincorporated land. Each county handles permits differently, and the process, the paperwork, and the pace of review vary by season and by staffing.

Here’s what we’ve found building across the Hill Country and greater Austin region, based on our own permit history in these counties over the last 24 months. Treat these as our field experience, not published county policy; always confirm current timelines directly with the permit office before you build a schedule around them. These five counties are where our recent permit history runs deepest; we also take on projects in surrounding Hill Country counties case by case.

Travis County (unincorporated). Generally the strictest of the Austin-metro counties. Floodplain reviews are thorough, and our own submissions here have typically taken longer than in the more rural counties to our west. Travis County Development Services handles development permitting, floodplain management, and inspections tied to those permits for unincorporated areas, and its permit desk is a useful first call once you’re seriously evaluating a parcel.

Hays County. Broad permit pathways. Floodplain mapping has been refreshed in recent years, which has caught some land buyers off guard if they were relying on older maps. In nearly all cases, Hays County requires a permit for new septic construction and any septic alteration, same as Travis; state law carves out a limited exemption for a single-family residence on 10 or more acres, subject to conditions.

Burnet County. Marble Falls, Burnet, and the eastern Highland Lakes. Friendlier to large rural parcels in our experience. A dedicated Development Services office handles environmental and development permitting. Well and septic timing still tends to set the pace of the overall schedule here, more than the permit review itself.

Llano County. Llano, Kingsland, Sunrise Beach, and part of Horseshoe Bay on the western Highland Lakes. A smaller permit office, so build in buffer time for review queues, especially during busy building seasons.

Blanco County. Johnson City and Blanco, west of Wimberley. A smaller permit operation; site visits can take longer to schedule than in the larger counties.

The right question to ask any builder before you hire them: “Have you pulled a residential permit in this specific county in the last 12 months, and who is your contact at the permit office?” A specific, confident answer tells you the builder has an active, working relationship with that office. A vague answer is information too.

Site Work and Hidden Costs on Raw Texas Land

Beyond the home itself, raw Texas land carries a layer of site work costs that an in-town tear-down-and-rebuild project does not. These vary widely by parcel. A flat, cleared 5-acre Bee Cave lot is a different cost profile than 80 acres of cedar-choked Hill Country. Rough ranges from recent JDB Texas land builds:

  • Land clearing and grubbing: $2,500–$15,000 per acre, depending on tree density and slope. Cedar removal in the Hill Country adds $5–10K per acre to base clearing costs.
  • Driveway and access road: $50–$150 per linear foot for a basic gravel drive; $200–$400+ for asphalt or concrete. A 1,000-foot driveway from county road to build pad is common on rural acreage and can run $50–$400K alone.
  • Well drilling and water system: $15,000–$40,000 typical, including well drilling ($25–40/foot, average 300–600 feet), pump and pressure tank, and basic treatment. Add $5–15K for storage tank, water softener, and reverse osmosis if water quality requires it.
  • Septic system (OSSF): $15,000–$30,000 for a conventional system; $25,000–$50,000+ for an aerobic system required on most limestone parcels, which includes design, permit, installation, and inspection.
  • Propane infrastructure: $5,000–$15,000 for tank (250–1,000 gallon, above-ground or buried), regulators, and lines to the home. Buried tanks add aesthetic value but cost more.
  • Electric service drop: $5,000–$50,000+, depending on distance from the nearest utility line. Get a written cost estimate from the electric co-op before locking in the home location. Moving the build pad 200 feet closer to the existing service can save tens of thousands.
  • Site drainage and erosion control: $5,000–$25,000 for swales, French drains, and silt fencing required during construction, often overlooked until permitting flags are set.

Add it up and a 10–20 acre Hill Country site can carry $150,000–$500,000+ in site work before a single cubic yard of foundation concrete is poured. Get itemized estimates for each line above as part of the early budget conversation, not as a surprise at framing.

Water Yield and Well Economics: Planning for What Your Land Can Actually Support

Not every Hill Country well produces enough water for a luxury home, and this is a decision that should shape your design rather than surprise you after it’s finalized.

A typical custom home with multiple bathrooms, irrigation, and a pool needs 8 to 15 gallons per minute of sustained yield to run everything without strain. Many limestone-based wells across Spicewood, Dripping Springs, and the Pedernales corridor produce closer to 2 to 6 gallons per minute. That’s still a usable well. It just changes what the rest of the water system has to do for you.

Storage does the work the well can’t do alone. A low-yield well paired with adequate storage, typically 1,500 to 3,000 gallons in our experience, and a properly sized pump and pressure system, can support most of the same demand, depending on peak load and pool volume. The storage tank fills continuously between uses rather than the well supplying peak demand on the spot, so the system’s real capacity depends on how the household draws water across a day, which is exactly what the design phase should model.

Rainwater collection as a genuine supplement. In the Hill Country, rainwater collection is a normal part of a well-designed water system. A collection system feeding into the same storage and pump infrastructure as the well adds resilience during dry stretches and reduces the load on a well that’s already producing on the lower end.

What low yield actually constrains. If your well tests at the lower end, the conversation with your architect should happen before fixture counts and irrigation zones are finalized. Pool fill and refill, irrigation zone count and scheduling, and total fixture count all draw against the same storage and yield. All of it can be engineered around, but only if it surfaces during design rather than at the plumbing rough-in.

Test sustained yield rather than initial flow. A well can look strong in the first hour of a flow test and drop off well before the test concludes. Ask your well contractor for a sustained-yield test, typically run over several hours. This is the figure that should inform your storage and design decisions.

Wildfire, Insurance, and Defensible Space on Rural Land

Building on cedar-heavy Hill Country acreage carries genuine wildfire exposure, and it affects both how you site the home and what your insurance conversation looks like.

Site the home with defensible space in mind. A cleared, maintained buffer zone around the structure, sometimes called defensible space, reduces the fuel load immediately adjacent to the home. Where you clear cedar and how far back from the structure matters for wildfire risk in a way it doesn’t for a home on a cleared suburban lot. This is a site-planning decision your architect and builder should walk through with you before the pad location is finalized.

Wildland-urban interface siting affects more than aesthetics. Homes built where cleared land meets dense native vegetation, the classic Hill Country condition, sit in what’s generally referred to as the wildland-urban interface. Orientation, access road width for emergency vehicles, and the buffer between structure and tree line are all part of building responsibly in this setting.

Non-combustible assemblies matter here in a way they might not elsewhere. We build many of our Hill Country homes with Insulated Concrete Forms (ICF) for the wall system, which holds up to 200-plus mph wind and delivers R-25-plus insulation. ICF and other non-combustible assemblies are also relevant to wildfire resilience and, in some cases, to insurance underwriting, since they reduce the combustible surface area of the structure itself.

Course-of-construction coverage is a separate policy from your eventual homeowner’s coverage. A standard homeowner’s policy does not cover a home while it’s being built. You need a builder’s risk or course-of-construction policy in place for the construction period itself, covering materials on site, theft, and weather damage, and a plan for when that policy converts to standard homeowner’s coverage at completion. Confirm in your contract who is responsible for securing this coverage and when the transition happens.

Have the conversation with an insurance agent who underwrites rural Hill Country properties specifically, and have it early, alongside your lender conversation, rather than waiting until the certificate of occupancy is close.

Property Tax Reality: Ag Exemptions, Rollback Taxes, and Reassessment

If your land currently carries an agricultural or wildlife management valuation, building a home on it has tax consequences worth mapping out with your CPA before you start.

Land under an ag or wildlife exemption is assessed at a fraction of its market value. Once you build a home on a portion of that land, the homesite typically comes out of the ag or wildlife valuation and gets reassessed at improved-property value once the appraisal district determines the use of that portion has changed, generally reflected in the next January 1 valuation. The acreage outside the immediate homesite can often retain its ag or wildlife valuation if you continue to meet the qualifying use requirements, but the rules and required acreage minimums vary by county appraisal district.

There is a second, larger consequence: rollback taxes. When land under an ag valuation changes use, the appraisal district can recapture the difference between the taxes you paid under the ag valuation and the taxes that would have been owed at market value, currently for the three years preceding the change of use, plus interest, under the rules set by HB 1743 (2019). On land that has carried an ag valuation for years, this recapture is often the single largest tax line item in the whole project. Confirm current rollback rules with your county appraisal district; the lookback period and interest rate are set by statute and can change.

This compounds with a timing gap already covered elsewhere in this guide: your homestead exemption doesn’t apply until you actually move in and file for it, which means there’s typically a period where you’re paying tax on a newly reassessed, improved homesite without either the ag valuation or the homestead cap in place yet.

None of this argues against building. It’s a real cost that belongs in your financial planning alongside the construction loan and insurance conversations. Map it specifically with your CPA, using your county appraisal district’s current rules, before the build begins.

The Financial Sequencing: Land Loan → Construction Loan → Permanent

Building on land you already own changes the financing conversation. There’s no “tear-down” cost rolled into the construction loan, but there’s also no guaranteed equity uplift the lender can underwrite until the home is closed in.

The common sequencing (verify with your lender; every situation differs):

  1. Land loan paid off or pledged as collateral. Most construction-to-permanent loans require the land to be owned outright at the start of construction, with the land equity counted toward the down payment.
  2. Architect + builder under contract. Lenders want to see signed agreements before construction loan funding clears.
  3. Construction loan draws against permits and milestones, typically 6–8 draws over a 14–22-month build, tied to inspections.
  4. Conversion to permanent mortgage. At the certificate of occupancy, the construction loan converts (or is refinanced into) a permanent 30-year mortgage.

Two financial details often missed at the front of a Texas land build: insurance and property tax timing. A standard homeowner’s policy will not cover an under-construction home. You (or your builder, depending on the contract) need a builder’s risk or course-of-construction policy that covers materials on site, theft, and weather damage during the build.

On the tax side, your land is currently being assessed at land value; once a certificate of occupancy is issued, the appraisal district will reassess to include the home, and the homestead exemption only kicks in once you actually move in and file. Plan for a one-year lag in which you pay tax on the higher-assessed property without the homestead cap yet. Your CPA should map this out before the build begins.

The single biggest predictor of how a Texas land custom home turns out, independent of budget, is whether the design responded to the land or fought it. Architect-led design-build firms start the conversation at the parcel itself. Site walks happen before the first sketch. Sun path, prevailing wind, view corridors, slope, drainage, mature tree locations, and neighbor sightlines get mapped before a square footage target is locked in.

A stock plan dropped onto a Texas parcel almost always reads awkwardly twenty years in: windows oriented wrong for the summer sun, roof lines that catch the southwest gusts, porches that miss the actual view.

Here’s what to ask when you’re evaluating who builds on your land:

Have they pulled a permit in this specific county in the last 12 months? Not “have they built in Texas.” Have they built in your county, recently, with a permit office contact they can name.

Can they show finished homes in your specific county? Photos of completed homes in the same county tell you whether the builder understands local geology, the local permit office, and the local trade base, rather than the Hill Country in general.

Do they have an in-house design team, or do they outsource design to a third party? Both models can produce good homes. In-house teams typically turn around revisions faster because the architect and the builder are the same conversation instead of two firms coordinating across a gap.

How do they price site-work unknowns? Raw land carries cost variables a platted lot doesn’t: well yield, septic system type, driveway length, clearing density. A builder who gives you a single number without itemizing these is either guessing or padding. Ask for the itemized ranges as well as the total.

Who carries builder’s risk during construction? A standard homeowner’s policy does not cover a home under construction. Confirm, in writing, who holds the builder’s risk or course-of-construction policy and what it covers.

Can you walk a finished home with the owner present? Hearing how a team handled change orders, surprises, and warranty work after move-in tells you more than any portfolio can.

A Realistic Timeline for a Texas Land Custom Build

Every project is different, but a reasonable expectation for a luxury custom home on Texas land, 5,000+ sqft, mid-Hill-Country complexity. Looks roughly like this:

  • Months 1–3: Land due diligence (well, septic perc, floodplain, survey, soil). Architect engaged, parti, and concept design.
  • Months 4–7: Schematic design → design development → construction documents. Permit submission begins toward the end of this window.
  • Months 8–10: Permit review and approval (county-dependent). Trade pre-construction meetings. Final lender + insurance setup.
  • Months 11–14: Site work, foundation, framing, or ICF wall erection, roofing dry-in.
  • Months 15–22: Mechanical, electrical, plumbing, finishes, cabinetry, and landscape.
  • Months 23–26: Punch list, certificate of occupancy, warranty walkthrough.
  • Move-in: Typically 18–28 months from initial design contract, depending on county, scope, and how parallel the water/septic work ran with design.

The build timeline can be compressed meaningfully if water, septic, and permitting are started in parallel with design from day one. It can extend if any of those tasks are not completed until the design is complete.

Frequently Asked Questions About Building Custom on Your Texas Land

You can, but you usually shouldn’t. A plan designed for Colorado mountain weather, Florida coastal regulation, or a Northeast lot will not respond well to Texas Hill Country sun, wind, soil, or hill grading. Most architects will adapt a plan you bring, but the cost of meaningful site adaptation often approaches the cost of a new design. Work with an architect who walks your land first.
